Slack has user groups, but they're paid-only and admin-controlled - members can't opt themselves in
That said, if you're willing to get a little custom, you can build the opt-in layer. The API supports it; Slack just doesn't surface it natively
Surprised more communities don't do this as it solves most of the @.here anxiety and boosts engagement (people who opted in actually respond)
