Understanding Give Reaction in Slack Workflows

Does the “give reaction (not to self)” work on messages via a workflow or only other people in the workspace?

It only works on whoever sent the message. Workflows don't maintain user context of the user who sent the message originally. We do have on our roadmap the Workflow Steps you and Cheyenne R. would need to support this but I don't have a timeline yet.
